These lights are commonly used by the NYPD outside of New York City Housing Authority (NYCHA) housing estates. Ostensibly used to regulate safety, these lights also subject residents to a constant and weaponized form of illumination––a tactic known as omnipresence emblematic of broken windows policing, turning low-income areas into an open-air prison
